The political and economic capital of the UK, London is geographically the smallest of the English regions (1.2% of the total land area of England). But London's 32 boroughs and the City make up Europe's largest conurbation with a population of 7.43 million (15% of England's total).

London is one of the world's most cosmopolitan cities. According to the 2001 Census, almost 30% of London's population belongs to a minority ethnic group and over 300 languages are spoken by its schoolchildren, making it one of the most vibrant and culturally-rich cities in the world. The Census also shows that almost half a million residents (459,319) from the pre-enlargement European Union (EU) countries live in London. This number has been swollen greatly by new immigrants from Central and Eastern Europe.

London is a key visitor attraction with over 13.4 million overseas visitors in 2004. Of these, more than 7 million came from the EU. Culture in London is a major economic force, second only to the financial services sector in creating wealth.
